Unreal Tournament 99 by a long shot. It has almost everything right and lacks a lot of the shortcomings of later games in the series. The only way to top it in my opinion would be to bring a couple elements from UT4's movements to the game as well as it's one key dodge system.

UT99 Easy to customize with Mutators, Mods, and all the creative Maps. Also the Weapons and Bots.

UT99 had better gameplay, atmosphere, soundtrack, voices.
But graphics seem so poor compared to UT2004 and UT3

I wish next game will combine better parts of all UT !
