I added a new open gl driver, installed the second tickfix by Anthrax,
installed every version from "ut-files.com/entire server download",
added my cpuspeed to the starting shortcut, updated UT99 to v4.51b

v4.51b is only for server not player.
not need opengl for servers.
You want UTplayer use UTv3 d3d9 fixed and opengl fixed on it not need any BP there is all inside.

just on click for start the server and you joint it with the UT playerBut, nothing works, the water texture animation is still much too fast,
the footstepsound also seems to be too fast and it "feels" too fast in general,
even though gamespeed is at 50% and difficulty at classic
(as always throughout this testing).
Now i am all testburned out and just play in D3D, at least i found a
somewhat newer D3D10 driver and a newer version of the X-Maps mutator, YAY!
This is not the build (d3d opengl) you have but how you set it the important.
Be carefully for use recent d3d you must have directx coming with in to your windows build.A few Remarks:

I only have a "opengldrv.ini" and i cannot find anything regarding a framerate cap.
