It's something in the PRI hook that's not setting right. I made another AB script here:

This has another type of hook and it does work with MH. The downside is it is added as a server actor and can't be disabled on the fly. I do like the fact though that you can boost yourself, but no one can boost another. This is the best of things for now. Eventually I'll build from this and add in an admin menu.

If you (or anyone) wants to use this, add this to the ini:

ServerActors=PMHAB.PMHAB

and when you initialize your server you should see this line in the logs:
### PMHAntiBoost loaded ...

and that's all you need to do. All weapons will still do damage to teammates if you have that enabled, but the vector movement from weapons is set to zero. This will work with all gametypes too (or should, that's honestly untested).
